Cable TV deregulation benefits in question

For weeks we have been hearing about how a deregulation of the cable TV industry in the state of Wisconsin would be good: Good for business and certainly good for the consumer, especially since it would lead to lower cable bills. Those who believe that might want to check out this story from the Journal Sentinel which says that rates in Texas - the first state to deregulate the cable industry - actually went up instead of decreasing. Meanwhile, last month the Wisconsin State Assembly approved similar legislation. It still must pass the senate and be approved by Gov. Jim Doyle.
