Controversy surrounding NCLB continues

Ever since its inception five years ago, the No Child Left Behind Act has been a source of controversy. That controversy continues today, but for a somewhat different reason. According to this Stateline.org article a new report suggests some states, including Wisconsin, are manipulating statistics to make their schools appear better than they really are.
