City's Year End General Transfer

During the February 28th city council meeting, the council voted to transfer $498,731 from the General Fund to cover various items. Does this amount seem large? Is this normal?

The general fund is meant for a "rainy day". It is supposed to ideally contain 10% of the operating budget. I don't know right now if it does or not but I have been told that it is below that level. If that is true, it needs to be looked at and managed better. The general fund should not be touched unless all other options have been exercised.K Monte
