Sheriff's Budget Off 2 years...

As recorded in the June 20, 2005 "Winnebago County Board of Supervisors Judiciary & Public Safety Committee" Minutes, "Sheriff Brooks explained that due to a calculation error made in his budget, he has a $818,000 shortfall in wages for fiscal 2005." It seems 17 employees were not added to the budget!

As recorded in the July 30, 2004 "Winnebago County Board of Supervisors Judiciary & Public Safety Committee" Minutes, the "Sheriff's Report" states "You will see a change in the Sheriff's Office budget for 2005. We will be going back to the way it had been done in the past."

As recorded in the October 12, 2004 "Winnebago County Board of Supervisors Judiciary & Public Safety Committee" Minutes, "Sheriff Brooks explained that a transfer of $522,000 is needed to cover the projected shortfall for the year 2004..." A motion to approve this transfer of funds was made, seconded and carried.

Am I wrong, or isn't one of the duties of the County Board to monitor spending and ask questions and expect results from the department heads. Now, it is my understanding that other county departments may be restructuring and possibly losing positions because of these errors (Parkview Health Center, maybe others).

In my opinion, the people on the county board, as a whole, have been asleep at the switch on things like this. The departments are supposed to be accountable to the board, who are supposed to be accountable to their bosses - the citizens. Something is seriously wrong when things like this happen and there seems to be no fallout. If I handled my own finances this way, I'd be living on a bench down by the YMCA.

The question is what is the solution? The names change but the same problem continues!
